Hainan's expert committee committed the free-trade port to cross-border car data
A consensus released at the World New Energy Vehicle Congress pledged steady and orderly cross-border vehicle-data practice in Hainan, and a state telecom operator described a model of collecting data overseas, returning it to the province and validating it domestically.
Hainan’s international expert advisory committee for the new-energy vehicle industry released its 2026 plenary consensus at the World New Energy Vehicle Congress in Haikou on September 22, according to the congress secretariat.
The consensus commits the province to carrying out cross-border vehicle-data practice in a steady and orderly way, alongside greening its transport, building an open vehicle manufacturing base, deepening intelligent and connected vehicle industry integration, and improving its vehicle calibration and test services. It was presented by Chen Zhixin, vice-chair and secretary-general of the committee.
The operating detail came from China Telecom’s Hainan general manager, Huang Xiaolu, who described a cross-border data model of collecting overseas, returning the data to Hainan, and carrying out research and validation domestically. The province has described a comparable arrangement before: on September 15 its industry department set out an overseas-testing, domestic-development model running over a dedicated cross-border data channel, and said Hainan completed its first compliant export of autonomous-driving data in May.
Yu Zhuoping, a professor at Tongji University, proposed a build plan of one network, one data foundation and three steps, aimed at making Hainan the first province to be covered by intelligent and connected vehicle infrastructure throughout. Zhou Hua, a deputy general manager at the state vehicle research group CATARC, set out a six-center plan that includes intelligent and connected vehicle testing and import-export test certification. Wang Lang, a vice president of Chery, also spoke.
The consensus is a statement of intent from an advisory body. It carries no document number and has no legal effect of its own. The congress, held from September 22 to 24, is co-hosted by China’s science and technology association, the Hainan provincial government, and the ministries of science and technology and of industry and information technology.
